NDC Bans Tally Voting For 8 Positions, Announces Strict Voter ID Rules For Saturday’s Constituency Elections – Fifi Kwetey Warns Delegates
The National Democratic Congress (NDC) has announced strict new guidelines for its constituency-level elections scheduled for Saturday, October 24, 2026, across all 276 constituencies in Ghana, including all constituencies in the Awutu Senya East and Central Region.
In a major move to ensure transparency and fairness, the party has banned tally voting for eight key positions and made it compulsory for all delegates to present valid identification cards before they are allowed to vote.
The General Secretary of the NDC, Mr. Fifi Fiavi Kwetey, announced the directives at a crucial press briefing held on Thursday, October 22, 2026, at the party’s headquarters, urging all aspirants, delegates, and election officials to strictly adhere to the approved guidelines without exception.
Strict Voter ID Verification – No ID, No Vote
According to Fifi Kwetey, one of the most important guidelines for Saturday’s elections is the mandatory presentation of valid identification documents for verification.
Under the new arrangement, every delegate must present at least one of the following valid ID cards before being allowed to cast their ballot:
1. Valid Voter Identification Card issued by the Electoral Commission of Ghana
2. Valid Ghana Card issued by the National Identification Authority (NIA)
3. NDC Plastic Membership ID Card
Mr. Kwetey emphasized that election officials have a responsibility to apply the requirement uniformly at all polling centers and cautioned strongly against any attempt to circumvent the verification process or grant special treatment to particular delegates.
He said no delegate will be allowed to vote by proxy or by merely mentioning their name. The ID verification is mandatory and non-negotiable.
“We expect election officials to apply the ID verification requirement uniformly. There should be no attempt to circumvent the verification process or grant special treatment to particular delegates. No ID, no vote,” Mr. Kwetey stated.
This move is aimed at preventing impersonation, double voting, and infiltration by non-delegates, which have marred constituency elections in the past.
Ban On Tally Voting For 8 Positions
In another significant directive, the NDC has prohibited tally voting for eight positions in the constituency executive elections.
Tally voting is a system where a delegate can vote for multiple candidates for the same position to fill several slots. For example, if a constituency needs 5 executive members, a delegate could previously vote for 5 different candidates on one ballot.
However, under the new guidelines, tally voting has been banned for eight specific positions. This means each delegate must cast a single vote for each of the affected positions.
Political analysts say this decision will make the elections more competitive and prevent powerful camps from sweeping all positions through block voting.
While the party did not publicly list all eight positions affected in the press briefing, sources indicate it includes positions like Constituency Executive Members, Deputy positions, and other auxiliary roles where previously multiple votes were allowed.
Mr. Kwetey explained that restricting tally voting will ensure that each position is contested on individual merit and popularity, rather than on the strength of a slate or camp.
*Women’s and Youth Conference Ballots To Be Counted Separately*
The guidelines also directed that ballots for the party’s women’s and youth conferences be kept safely and counted only after voting in the main constituency executive elections had concluded.
This is to prevent confusion and ensure that the main constituency executive election, which is the most important, is given full attention and is not overshadowed by the other conferences.
The NDC’s Women’s Wing and Youth Wing elections are crucial as they produce leaders who will mobilize women and youth for the party ahead of the 2028 general elections.
By counting their ballots separately and later, the party hopes to maintain order and transparency at the voting centers.
*Fifi Kwetey Issues Strong Warning*
General Secretary Fifi Kwetey emphasized that the rules are compulsory for all participants and warned against any actions that could compromise the credibility of the elections.
He said ignorance of the rules will not be accepted as an excuse for breaking them, and no aspirant or delegate should seek an advantage through practices that compromise the fairness of the process.
“We expect all participants to comply fully with them. Ignorance of the rules will not justify attempts to circumvent them and no aspirants or delegates should seek an advantage through practices that compromise the fairness of the process,” he warned.
He added that any aspirant or delegate found violating the guidelines will be sanctioned, including possible disqualification or suspension, depending on the severity of the offense.
Why These Guidelines Are Important
The NDC constituency elections are the foundation of the party’s internal democracy. Constituency executives are the ones who manage the party at the grassroots level, organize branch elections, coordinate campaigns, and mobilize voters.
With the NDC now in government after winning the 2024 elections, the constituency elections are even more competitive, as many people want to hold executive positions to be close to power and resources.
In Kasoa and the entire Awutu Senya East constituency, the elections are expected to be highly competitive, with several camps battling for control of the constituency executive. Similar heated contests are expected in Kasoa’s neighboring constituencies like Awutu Senya West, Gomoa Central, and Effutu.
Security Measures For Saturday
The party has also liaised with the Ghana Police Service to provide security at all voting centers across the country to prevent violence and ensure peaceful elections.
Delegates are advised to come early, follow all instructions, and leave the voting center after casting their vote to avoid overcrowding.
